Tensions Escalate as South Africa Rejects Ghana’s Allegations Over Fatal Incident During Protest

A highly charged diplomatic dispute has erupted between Ghana and South Africa following Ghana’s official claim that a Ghanaian citizen was fatally shot during a protest in South Africa in early 2024. South African authorities, however, have vehemently rejected these allegations, insisting that the incident did not occur as described and that their investigations have exonerated local law enforcement from any wrongdoing.

The Alleged Fatal Incident: Ghana’s Official Account

Ghana’s government, through its Ministry of Foreign Affairs and Regional Integration, has publicly condemned the death of a Ghanaian national during a protest in Johannesburg, South Africa’s largest city. According to Ghanaian officials, the individual—a 28-year-old resident—was unarmed and participating in a peaceful demonstration against xenophobic violence targeting foreign nationals when he was shot dead by South African police.

The Ghanaian government has demanded an independent investigation, citing concerns over police brutality and systemic discrimination against African migrants in South Africa. Diplomatic channels have been activated, with Ghana’s High Commissioner to South Africa formally raising the matter with South African authorities, including the Department of Police and the Ministry of Home Affairs.

South Africa’s Strong Denial and Counter-Narrative

In a sharp rebuttal, South African officials have dismissed Ghana’s claims as misleading and politically motivated. The South African Police Service (SAPS) has stated that no such fatal shooting occurred during the specified protest. Instead, SAPS spokesperson Major General Annemarie Bekker asserted that the incident was either exaggerated or fabricated, pointing to no recorded police involvement in a lethal shooting of a Ghanaian national at the time.

South African authorities have highlighted their ongoing efforts to combat xenophobic attacks, which have spiked in recent years, particularly in Johannesburg and Durban. They argue that while violence against foreign nationals remains a serious concern, the Ghanaian government’s allegations lack credible evidence. The South African government has called for restraint, warning against unverified claims that could undermine regional cooperation.

Regional and Diplomatic Fallout

The dispute has raised tensions between the two African Union (AU) member states, both of which play key roles in continental diplomacy. Ghana, under President Nana Akufo-Addo, has historically advocated for stronger protections for African migrants in South Africa, a country that hosts millions of refugees and economic migrants from across the continent.

South Africa, meanwhile, has defended its right to enforce law and order, citing constitutional protections for its citizens and residents. The African Union (AU) and Economic Community of West African States (ECOWAS) have been monitoring the situation closely, with some observers warning that the escalation could strain bilateral relations further.

Legal and Human Rights Perspectives

Human rights organizations, including Amnesty International and the African Centre for Democracy and Human Rights Studies (ACDHRS), have expressed concern over the lack of transparency in both countries’ responses. They have urged independent investigations into police conduct during protests and accountability for any wrongful deaths.

In Ghana, protesters and civil society groups have condemned the South African government’s response, accusing it of covering up police misconduct. Meanwhile, South African activists have criticized Ghana’s government for not providing concrete evidence to support its claims, suggesting that the political timing of the allegations could be strategic.

Possible Resolutions and Next Steps

Diplomatic efforts are currently underway to de-escalate the situation, with mediation discussions being explored through AU and regional bodies. Both governments have been encouraged to engage in direct dialogue to prevent further diplomatic rifts.

Ghana’s Ministry of Foreign Affairs has reiterated its commitment to seeking justice for the alleged victim, while South Africa has offered to cooperate in any independent inquiry—provided that the process is fair and evidence-based.

As the international community watches closely, the outcome of this dispute could set a precedent for how African nations handle allegations of police brutality and migrant rights violations across borders.
