Bank of Ghana Issues Stark Warning: Refusing Cedi Coins May Result in Legal Consequences

The Bank of Ghana (BoG) has issued a formal warning to the public, emphasizing that rejecting or refusing to accept cedi coins could lead to legal repercussions, including potential prosecution. In a clarification released on Monday, the central bank underscored the legal obligation of all individuals and businesses to accept the Ghanaian cedi in all its forms, including coins, as the sole legal tender in the country.

The Legal Mandate Behind Cedi Acceptance

Under the Bank of Ghana Act, 2002 (Act 612), the cedi is the only legal currency recognized for transactions within Ghana. This includes both banknotes and coins, which are issued under the authority of the central bank. The Bank of Ghana Monetary Policy Committee (MPC) and the Board of Directors have repeatedly affirmed that all citizens, businesses, and financial institutions must comply with this mandate.

The warning comes amid growing concerns about the circulation and acceptance of cedi coins, particularly after the introduction of new coin denominations in recent years. While the Bank of Ghana has been actively promoting coin usage to reduce reliance on cash and improve financial inclusion, some merchants and individuals have expressed reluctance to accept coins, citing convenience, wear-and-tear, or distrust in the currency’s stability.

The Bank of Ghana’s latest directive makes it clear that deliberately refusing to accept cedi coins could be interpreted as violating monetary policy regulations. While the central bank has not yet specified exact penalties, previous legal precedents suggest that offenders may face:

Refusing to accept legal tender, including cedi coins, undermines the integrity of our currency and could have serious economic consequences. We urge all stakeholders to comply with the law to maintain trust in Ghana’s financial system.”

Why the Bank of Ghana Emphasizes Coin Usage

The central bank has been actively promoting coin circulation as part of its cash management strategy, aiming to:
1. Reduce Counterfeit Currency – Coins are harder to forge than banknotes, enhancing security.
2. Encourage Financial Inclusion – Coins are easier to distribute in rural and underserved areas where banking infrastructure is limited.
3. Modernize Payment Systems – The digital economy is expanding, but coins remain a critical component of Ghana’s cash-based transactions.
4. Stabilize the Cedi – By reducing reliance on banknotes, the BoG aims to minimize wear-and-tear on high-denomination notes, which can degrade over time.

Common Reasons for Coin Refusal and How to Address Them

Despite the legal backing, some businesses and individuals still hesitate to accept coins. Common concerns include:

1. Convenience and Transaction Speed

  • Issue: Some merchants prefer faster transactions with banknotes, especially in high-volume settings like markets.
  • Solution: The Bank of Ghana has introduced coin vending machines in major cities, allowing businesses to quickly convert coins into banknotes if needed.

2. Distrust in Coin Authenticity

  • Issue: There have been occasional reports of counterfeit coins, though the BoG assures that all genuine coins bear the official BoG logo and security features.
  • Solution: Businesses are advised to verify coins using the BoG’s official authentication tools, which are available on their website and mobile app.

3. Wear-and-Tear on Coins

  • Issue: Some coins, particularly lower denominations, can wear out quickly due to frequent handling.
  • Solution: The BoG regularly mints new coins and has replacement policies in place. Merchants are encouraged to report damaged coins to their nearest Bank of Ghana branch or commercial bank.

4. Lack of Awareness

  • Issue: Many Ghanaians, especially in rural areas, may not be fully aware of the legal status of coins.
  • Solution: The BoG has launched public awareness campaigns through radio, TV, and social media to educate the public on the importance of coin acceptance.

What Happens If You Refuse a Cedi Coin?

If an individual or business consistently refuses to accept cedi coins, the following steps may be taken:
1. First Warning: The Bank of Ghana’s enforcement team may issue a verbal or written warning to the offender.
2. Formal Complaint: A customer or affected party can file a complaint with the Bank of Ghana’s Consumer Protection Department.
3. Legal Action: In severe cases, the BoG may refer the matter to the courts, where the offender could face fines or other penalties under the Bank of Ghana Act.

How to Ensure Compliance with the Law

To avoid legal trouble, businesses and individuals should:
✅ Accept all cedi coins as legal tender, just as they would banknotes.
✅ Use BoG-approved coin verification tools to check authenticity.
✅ Report counterfeit or damaged coins to the nearest bank or BoG office.
