A comprehensive five-year investigation by Friends of the Nation (FoN), a leading socio-environmental advocacy group, has exposed systematic violations of farmers’ rights in Ghana’s lithium exploration sector, particularly under the Atlantic Lithium Company’s Ewoyaa Lithium Project in the Central Region. The sudden intrusion of mining activities disrupted traditional farming cycles, leading to anxiety, stress, and long-term socio-economic instability for households dependent on agriculture.

FoN’s research also exposes structural inequalities in community negotiation processes. The Community Negotiation Committees (CNC)—responsible for compensation and resettlement—were dominated by male stakeholders, with women constituting less than 10% of participants. This gender disparity was further highlighted by the removal of a female committee member from Krampakrom after she challenged unfair compensation terms.

A dismissed female representative cited in the report recounted:

“I was expressing my opinion on how fair the compensation should be. My Chief didn’t like the approach I used. After that meeting, I wasn’t invited again.”

This incident underscores systemic marginalization of women in decision-making, despite their critical role in agricultural livelihoods.

Power Imbalances and Intimidation Tactics

The report warns of substantial power imbalances between local communities and the mining company, with dissenting voices often silenced through intimidation. While Atlantic Lithium has engaged in some community consultations, FoN’s findings suggest that opposition to mining activities was met with hostility, discouraging transparent dialogue.

Company Response: Commitment to Engagement, but Gaps Remain

In response to the report, an Atlantic Lithium spokesperson denied rights violations, stating that:
– Landowners were notified through traditional authorities before exploratory work began.
– The company remains committed to community welfare and will continue CSR initiatives in water infrastructure, education, and social programs.

However, critics argue that parliamentary ratification delays have prolonged uncertainty for affected communities, leaving them without clear compensation frameworks or environmental safeguards.

Recommendations for Reform

FoN’s Solomon Kusi Ampofo, Natural Resource Governance Coordinator, emphasized urgent reforms, including:
1. Stronger protections for dissenting voices in negotiation committees.
2. Increased women’s representation (targeting 30% participation) to ensure gender-inclusive decision-making.
3. Enforcement of LI 2175 to guarantee fair compensation for naturally occurring resources and post-mining land-use adjustments.
4. Independent oversight of mining agreements to prevent corporate exploitation of vulnerable communities.

While Atlantic Lithium’s CSR investments have improved local infrastructure, the report argues that structural changes—such as transparent compensation mechanisms and equitable power-sharing—are essential to prevent future conflicts.

Broader Implications for Ghana’s Mining Sector

This case raises critical questions about Ghana’s mining governance, particularly in lithium exploration, a high-demand commodity for electric vehicle batteries. As the country expands mineral extraction, balancing economic growth with community welfare remains a major challenge.

FoN’s findings serve as a warning that without robust legal safeguards and inclusive negotiation processes, mining projects risk deepening social and economic disparities—particularly for smallholder farmers, who are often the most affected**.
