Ghana Government Fully Honours Commitment to Pay Monthly Allowances to Over 9,000 Assembly Members Nationwide

The Government of Ghana has reaffirmed its unwavering commitment to ensuring timely payments of monthly allowances to assembly members across the country’s 261 Metropolitan, Municipal, and District Assemblies (MMDAs). This assurance was recently reiterated by Mr. Ahmed Ibrahim, the Minister of Local Government, Chieftaincy, and Religious Affairs, during a briefing before Parliament’s Government Assurances Committee.

Government’s Financial Commitment and Disbursement Process

In a significant move to support local governance, President John Mahama had, in 2025, pledged GH¢100 million annually for the payment of assembly members’ allowances. By December 31, 2025, the government had already surpassed this allocation, releasing a total of GH¢107 million to the Ministry’s Financial Controller. These funds were subsequently distributed to Metropolitan, Municipal, and District Chief Executives (MMDCEs), who are responsible for disbursing the allowances to both elected and appointed assembly members nationwide.

The financial allocation covers over 9,000 assembly members, consisting of 6,272 elected members and 2,830 appointed members. Each assembly member receives a taxable monthly allowance of GH¢1,300, ensuring financial stability for their critical roles in local governance.

Recent Payments and Future Disbursements

The Minister confirmed that funds for the first-quarter allowances of 2026 had been released this week and would be processed promptly for payment to beneficiaries. This demonstrates the government’s proactive approach in maintaining financial transparency and fulfilling its obligations to local governance structures.

The Role of Assembly Members in Ghana’s Decentralisation Agenda

Assembly members serve as vital intermediaries between communities and district assemblies, playing a crucial role in grassroots governance. Their primary responsibilities include:

  • Citizen Mobilisation: Engaging with local communities to gather feedback, address concerns, and promote civic participation.
  • Project Monitoring: Overseeing development initiatives to ensure accountability and effective implementation.
  • Promoting Accountability: Holding local authorities and officials responsible for their actions and decisions.
  • Grassroots Advocacy: Representing community interests in assembly deliberations and policy-making processes.

For years, assembly members have advocated for financial recognition of their contributions, as many operate without salaries or adequate logistical support. The introduction of this allowance scheme was a direct response to these demands, aimed at easing financial burdens and ensuring that local governance remains functional and responsive.

Broader Implications for Ghana’s Decentralisation Efforts

This allowance initiative is a key component of the government’s decentralisation agenda, which seeks to:
– Strengthen Local Governance: Empowering MMDAs to operate more efficiently and independently.
– Enhance Accountability: Ensuring that local authorities are held responsible for their financial and administrative decisions.
– Improve Development Delivery: Equipping assemblies with the necessary resources to execute projects that directly benefit communities.

By providing financial support to assembly members, the government aims to boost the capacity of local institutions, fostering sustainable development and improving service delivery at the grassroots level.

Conclusion: A Step Forward in Strengthening Local Governance

The government’s confirmation of the GH¢107 million disbursement and the upcoming first-quarter 2026 payments underscores its dedication to upholding local governance structures. With over 9,000 assembly members now receiving structured financial support, the initiative is poised to enhance transparency, accountability, and community engagement across Ghana.

As the decentralisation agenda continues to evolve, this allowance scheme serves as a practical example of how financial investments in local governance can yield long-term benefits for both institutions and the communities they serve. The government’s commitment remains a catalyst for stronger, more responsive local administration, ensuring that Ghana’s development efforts are grounded in grassroots participation and accountability.
