Kissi Agyebeng is the Special Prosecutor
The Parliament of Ghana has approved an allocation of GH¢146,750,289 for the Office of the Special Prosecutor (OSP) for the year 2025.
This allocation forms part of the 2025 budget appropriation by Parliament, following the presentation of this year’s Budget Statement and Economic Policy by the Minister for Finance, Dr. Cassiel Ato Forson, on March 11, 2025.
During proceedings on Thursday, March 27, 2025, the Parliamentary Committee on Constitutional and Legal Affairs presented its report on the 2025 annual estimates for the OSP, including its approval of the stated amount for the office’s activities.
Of the total allocated amount, GH¢71,750,289 will go toward compensation payments, GH¢54,910,351 will be used for goods and services, and GH¢20,000,000 is designated for capital expenditure. In 2024, the OSP was allocated GH¢149,005,669, of which GH¢142,671,014.70, representing 95.75%, was released by the Ministry of Finance to cover its expenses.
The Office of the Special Prosecutor, established under the Office of the Special Prosecutor Act, 2017 (Act 959), is an independent anti-corruption agency tasked with investigating, prosecuting, and preventing corruption involving public officers, politically exposed persons, and private individuals.
Created to fulfill Ghana’s anti-corruption commitments and enhance governance, the OSP is also responsible for recovering illicit assets, educating the public, and collaborating with local and international bodies.
Led by Special Prosecutor Kissi Agyebeng since August 2021, the office operates autonomously, wielding investigative and prosecutorial powers under the Criminal and Other Offences (Procedure) Act, 1960 (Act 30).
