Mustapha Abdul-Hamid is the former Chief Executive Officer of the National Petroleum Authority
The former Chief Executive Officer of the National Petroleum Authority (NPA), Mustapha Abdul-Hamid, has responded to the announcement made by the Office of the Special Prosecutor regarding an investigation into his involvement in corruption-related offences.
In a Facebook post on Wednesday, February 12, 2025, reacting to the development, he bluntly stated that he has not received any invitation from the Special Prosecutor or any state investigative body.
He further clarified that he is not aware of being under investigation for any alleged involvement in the embezzlement of GH¢1.3 billion from the Unified Petroleum Pricing Fund (UPPF) during his tenure.
“My attention has been drawn to an announcement by the Special Prosecutor, Mr. Kissi Agyebeng, that I am under investigations for some alleged embezzlement of funds at the Unified Petroleum Price Fund (UPPF) during my tenure as the Chief Executive of the National Petroleum Authority.
“As at this afternoon, I have neither received any invitation by any State investigative body nor have I been under investigation for any such alleged crime,” he wrote.
Abdul-Hamid, however, expressed his willingness to cooperate with the OSP in their investigation into the alleged embezzlement, emphasising his commitment to helping determine the facts surrounding the mismanagement of state funds and identifying those responsible for the actions.
“However, I am willing to avail myself to assist in any investigations of the alleged embezzlement of funds,” he added.
OSP’s declaration
The Office of the Special Prosecutor (OSP) has launched an investigation into the former Chief Executive Officer of the National Petroleum Authority (NPA), Mustapha Abdul-Hamid, and three others over an alleged embezzlement of GH¢1.3 billion from the Unified Petroleum Pricing Fund (UPPF).
The fund is designed to facilitate the efficient nationwide distribution of petroleum products and stabilise fuel prices.
Speaking at a press briefing in Accra on Wednesday, February 12, 2025, Special Prosecutor Kissi Agyebeng announced that his office is probing suspected corruption and related offences linked to the misappropriation of funds from the UPPF.
According to Kissi Agyebeng, the investigation targets four individuals including, Mustapha Abdul-Hamid, former NPA CEO; Jacob Amoah, Coordinator of the UPPF; Wendy Ashong Newman; and Freda Tandoh.
“The OSP has commenced investigations into suspected corruption and corruption-related offenses concerning an alleged embezzlement of GH₵1.3 billion from the Unified Petroleum Pricing Fund (UPPF) at the National Petroleum Authority (NPA),” Kissi Agyebeng stated.
Mustapha Abdul-Hamid served as CEO of the NPA from 2021 until early 2024.
During his tenure, the authority was responsible for regulating petroleum product pricing, ensuring fuel quality standards, and managing the UPPF.
