Is it right for younger officers to be promoted above their seniors?

Minister of Tourism, Culture and Creative Arts, Abla Dzifa Gomashie, has sparked a debate after raising questions about promotions within structured institutions in Ghana.

On her Facebook page on March 13, 2025, Dzifa Gomashie, who referred to herself as once a “barracks girl,” pondered over the implications of promoting younger officers above their seniors, thus forcing the latter into early retirement.

She also questioned the fate of individuals ‘passed over’ for promotions and why some remain in the same position for years while others are promoted.

“When younger officers are promoted above their seniors, forcing them into early retirement, is it good? When precedents are set by promotions that have never been done, what happens to the system?

“When people in line for promotion in a structured environment are sidelined, what happens to those who are sidelined? Why are some people left in the same position/appointment or location for years while others are promoted?” she asked.

Although she did not provide any specific context, it is speculated that Dzifa Gomashie’s post might be in response to the appointment of COP Christian Tetteh Yohuno as the new Inspector General of Police (IGP), replacing Dr. George Akuffo Dampare.

The Minister of State for Government Communications, Felix Kwakye Ofosu, in his announcement on March 13, 2025, stated that the decision followed consultation with the Council of State and in accordance with the 1992 Constitution.

The decision to remove Dr. George Akuffo Dampare has since been met with shock, particularly from the policy think tank IMANI Ghana and security expert Professor Kwesi Aning, who had previously filed a suit at the Supreme Court to prevent his removal and that of other heads of security agencies, ahead of a pending ruling in May 2025.

Dampare, who had been serving as IGP since July 21, 2021, replaced James Oppong-Boanuh, who served from October 2019.
