L-R: Ameyaw-Akumfi, Ofori-Atta, Kwame Baffoe and Kwaku Ohene Gyan
The National Intelligence Bureau (NIB), a security agency, has commenced a series of investigations into certain individuals, all of whom are appointees of former President Nana Addo Dankwa Akufo-Addo.
These individuals, who are the subjects of ongoing investigations, are reportedly being scrutinised for various reasons. While some are under investigation for alleged involvement in corruption-related activities during their respective tenures, others are being invited for certain controversial statements made in the media.
From the controversial invisible Sky Train project to the National Service ghost names scandal, several appointees of former President Akufo-Addo have come under the scrutiny of the National Intelligence Bureau (NIB).
Here are the individuals who have had encounters with the agency:
Prof Christopher Ameyaw-Akumfi
The Former Board Chairman of the Ghana Infrastructure Investment Fund (GIIF), Professor Christopher Ameyaw-Akumfi, was detained by the National Intelligence Bureau (NIB) on Sunday, February 23, 2025, over his alleged involvement in the failed $3 billion Accra Sky Train project.
According to a 3News report citing sources with knowledge of the matter, Prof. Ameyaw-Akumfi was taken into custody on the morning of Sunday, February 23, 2025, for allegedly authorizing the release of $2 million to Africa Investor Holdings, the company behind the project.
The report mentioned that the payment was made before feasibility studies were conducted and remains unaccounted for, with no refunds made to the state.
The Accra Sky Train project was first announced by then-President Nana Akufo-Addo as a game-changer in Ghana’s urban transportation landscape.
However, the $3 billion initiative soon faced serious scrutiny due to financial mismanagement and a lack of due diligence.
He has since been released following his detention.
Kwame Baffoe
The former Board member of the Tema Oil Refinery (TOR), Kwame Baffoe also known as Abronye has been summoned by the NIB for alleging that Mahama is hoarding GH¢550 million at the Jubilee House in a bullion van.
He even insinuated that President Mahama stole the money, which was originally meant for the payment of individuals whose appointments had been revoked.
“The truth is that former president and now president, His Excellency John Dramani Mahama… the first crime he has committed against Ghanaians is the revocation of appointments. They have stolen a lot of money from Ghanaians through this action.
“This is thievery if you don’t know… it is money they have stolen, not just about the revocation of appointments,” he claimed.
The NPP regional chairman alleged that the money was approved by the previous government, led by Nana Addo Dankwa Akufo-Addo, to pay newly recruited public sector workers, including 15,000 nurses and 15,000 teachers.
He insisted that the Akufo-Addo administration had made provisions in the 2025 budget for all the individuals whose appointments are now being revoked under the Mahama government.
He is expected to appear before the NIB on February 26, 2025.
Ken Ofori-Atta
The former Minister of Finance’s residence was raided by operatives of the National Intelligence Bureau (NIB), led by Richard Jakpa, the Director of Special Operations at the National Security Secretariat.
A team of approximately 12 armed personnel conducted a thorough room-to-room search at Ofori-Atta’s Cantonments residence on February 11, 2025. However, the former minister was not present at the time, as he is currently out of the country receiving medical care.
It is believed that the NIB obtained a warrant for the raid as part of investigations.
Kwaku Ohene Gyan
The former Deputy Director in Charge of Operations at the National Service Authority (NSA), Kwaku Ohene Gyan, also known as Osonoba, was detained by the National Intelligence Bureau (NIB) on February 22, 2025.
According to MyNewsGH, two pickup vehicles trailed the former Akufo-Addo appointee from town, and after arresting him, they sped off toward the NIB Headquarters.
The reason for his arrest remains unclear, but it may be linked to the ongoing investigations into the NSA scandal, which involves allegations of ghost names being fraudulently added to the payroll.
President John Dramani Mahama had directed the NIB to investigate the NSA’s operations after 81,885 suspected ghost names were discovered on its payroll.
